Question: Can I withdraw from my Coogan account now that I’m legal 18?
I’m not 18, as in I can go buy a lottery ticket, but I took my proficiency test and am considered “legal 18.” I know emancipated minors can withdraw. Can I, too? I could really use it for fundraising! Thanks!

Answer: the law in California is very simple you must be 18 or emancipated before any of these funds may be touched. no exceptions or exemptions to the law.
who considers you “legal 18″ since you clearly state you are not 18 or emancipated?
a “proficiency” test..proficient in what?
how could this money be used by you for “fund-raising”?
the fact that you have these questions and are considering using this money in this way shows you are probably not ready to have access to these funds……..the law was written to protect minors from unscrupulous parents/guardians BUT it also protects those same minors from themselves.
